With the goal of developing an integrated approach to maritime activities on the St. Lawrence, the Gouvernement du Québec accepted the Government of Canada’s transfer of the ports of Gros-Cacouna, Rimouski, Matane and Gaspé on March 30, 2020. Along with the transfer, the Government of Canada also allocated $148.8 million to upgrade and maintain port infrastructure.
Following an agreement signed in April 2020, our organization was tasked by the Ministère des Transports et de la Mobilité durable du Québec to operate, maintain, upgrade and develop port infrastructure. We are governed by a board of directors composed of representatives from each port area as well as from the Ministère des Transports et de la Mobilité durable du Québec, the Ministère de l’Économie, de l’Innovation et de l’Énergie, and from the Société du parc industriel et portuaire de Bécancour. We have twelve employees in charge of management and operations.
Our vision is backed by the Gouvernement du Québec’s maritime strategy (Advantage St. Lawrence) and strives to promote the economic development of the ports of Gros-Cacouna, Rimouski, Matane and Gaspé by tapping into their ability to work together and for each other.

We have established three strategic priorities:
Receive approval from the Ministère des Transports et de la Mobilité durable du Québec for our strategic plan and each port’s five-year budget to upgrade port infrastructure in the Lower St. Lawrence and Gaspésie regions
Shift toward self-financing port operations over a 10-year period
Negotiate a new agreement with the Ministère des Transports et de la Mobilité durable du Québec that provides more autonomy and flexibility
